RESUME

Cette semaine, la gouvernance de l'Internet est dominée par l'approbation du plan de transition de la supervision des fonctions IANA par la gouvernement américain qui affirme que les propositions répondent aux critères fixés par l'administration américaine. En cyberpolique, l'Inde et les États-Unis renforcent leur relation bilatérale dans le domaine du cyberespace qui sera matérialisé par la signature de pactes dans les prochains mois. Concernant la neutralité du Net en Europe, les régulateurs européens des communications électroniques (ORECE) a publié un projet de directives sur la mise en œuvre par les organismes de réglementation des nouvelles règles de neutralité du net et la soumet à consultation publique jusqu'au 18 juillet. En ce qui concerne les événements, nous notons le Sommet de l'Internet Africain à Gaboronne, EURODIG à Bruxelles et ENOG 11 à Moscou.

SUMMARY

This week, Internet governance is dominated by report from the U.S. National Telecommunications and Information Administration (NTIA) approving ICANN's IANA transition plan which meets criteria set by the US administration. This also offers next step for the completion of this process, as well as suggestions for improvements post-transition. ON cyberpolitics, on the line in a new era of collaboration in the cybersphace, India and US will sign a framework for bilateral cyber relationship between the two countries within the next two months. Reagrding Net neutrality in Europe, European Regulators for Electronic Communications (BEREC) has published draft guidelines on the implementation by regulators of the new net neutrality rules and opened the floor for input by stakeholders and citizens until 18 July. The final guidelines, which should be adopted in late August, will shape the way EU citizens access and use the Internet in the future. As for events, we note Africa Internet Summit in Gaboronne, European Dialogue on Internet Governance in Brussels and ENOG 11 in Moscow.
