Internet Governance Weekly Brief : UN panel hacked; G20 on cryptocurrencies & cybersecurity; Russia's own Internet; Pre-ICANN 61 Policy report; EU’s e-privacy regulation; taxation (EU, US)..

SUMMARY

This week; The United Nations panel enforcing trade sanctions against North Korea has been hacked repeatedly by a “nation-state actor,” compromising the email accounts of four current or former members of the panel and a “considerable number” of email messages, according to a U.N. incident report.

Furthemore; "If Western sanctions go as far as excluding Russia from the world wide web, the country's own internet is ready" the Russian presidential aide on the internet, German Klimenko said.

Otherwise, Finance ministers of the G20 group of countries will discuss the issues of cryptocurrencies and cybersecurity for the first time at a meeting set for March 19 and March 20, Russian official said.

In Europe, the Council adopted policy guidelines addressed to its 47 member states on the roles and responsibilities of internet intermediaries such as search engines and social media. Besides, a group of 50 European service providers, media groups and publishers have called for an urgent review of the EU’s proposed e-privacy regulation, arguing that it will give more power and advantage to global internet giants and penalise providers of advertising-dependent services in Europe as well as new market entrants.

On taxation, the EU will soon unveil a plan for taxing major internet companies like Amazon and Facebook by imposing a levy of two to six percent on revenues in every country where they operate, French finance minister Bruno Le Maire said Sunday. In the U.S, The Trump administration said states should be able to require online retailers to collect sales taxes, backing an appeal by South Dakota at the U.S. Supreme Court that could mean billions of dollars in revenue for state coffers.

On net neutrality, Washington has become the first state to pass a law that protects net neutrality, preventing internet service providers (ISPs) from slowing down or blocking online content.

On fake news, an analysis of news stories tweeted by three million people between 2006 and 2017 shows that fake news spreads significantly more than the truth on social media.
