IG Weekly Brief : ITU on ICT development; NATO for Cyber Operations Centre; UN SG on extremism online; Microsoft renew call for “digital Geneva Convention” Decline of internet Freedom

SUMMARY

The UN International Telecommunication Union (ITU) released its annual report on the global information society, this year providing detailed analysis of the transformational “revolution” underway involving the Internet of Things, big data, cloud computing and artificial intelligence. It also ranked countries by their level of ICT development.

On cyber geopolitics, NATO defense ministers endorsed a set of principles outlining how the Alliance can integrate the cyber capabilities of its member states into Alliance military operations. Most significantly, NATO Secretary General Jens Stoltenberg announced the creation of a new Cyber Operations Centre to help NATO defend cyberspace as a military domain as it has defended allies on land, sea, and in the air since the beginning of the Cold War. Furthemore, the head of the United Nations has added his voice to calls for Facebook, YouTube, Microsoft and Twitter to help to tackle extremism online. In adition, Microsoft President Brad Smith this week renewed his call for a “digital Geneva Convention,” adding a new wrinkle: "the suggestion that the world’s IT companies and their tech first responders should be recognized as kind of “cyber Red Cross” — neutral players who should remain unmolested by combatants on the online battlefield".

To tackle fake news and online disinformation, the European Commission has launched a public consultation and set up a High-Level Expert Group representing academics, online platforms, news media and civil society organisations. Moreover, Google, Facebook and other tech firms joined global news organizations Thursday in an initiative aimed at identifying "trustworthy" news sources, in the latest effort to combat online misinformation.

According to the The Times of London, Russian Twitter accounts also went hyperactive ahead of the U.K.’s Brexit referendum, urging people to vote for leaving the EU.

A new report by Freedom House, says manipulation of social media and disinformation campaigns have led to a global decline in internet freedom for the seventh year in a row. China’s top cyber authority on Thursday rejected this report ranking China last out of 65 countries for press freedom, saying the internet must be “orderly” and the international community should join it in addressing fake news and other cyber issues.

On net neutrality, The chairman of the Federal Communications Commission is expected to roll out plans to hold a final vote on a major 2015 net neutrality order that bars internet service providers from blocking or slowing online content, according to a Reuters report.

L'Union Internationale des Télécommunications (UIT) a publié son rapport annuel sur la société mondiale de l'information, analysant en détail la «révolution» transformationnelle en cours impliquant l'Internet des objets, le big data, le cloud computing et l'intelligence artificielle. Il a également classé les pays selon leur niveau de développement des TIC.
Sur la cyber-géopolitique, les ministres de la défense de l'OTAN ont approuvé un ensemble de principes décrivant comment l'Alliance peut intégrer les capacités cybernétiques de ses États membres dans les opérations militaires. A cet effet, le Secrétaire général de l'OTAN, Jens Stoltenberg, a annoncé la création d'un nouveau Cyber Operations Center pour aider l'OTAN à défendre le cyberespace. De plus, le Secretaire Général des Nations Unies a appelé Facebook, YouTube, Microsoft et Twitter à aider à lutter contre l'extrémisme en ligne. En outre, le président de Microsoft, Brad Smith, a renouvelé cette semaine son appel à une «convention numérique de Genève».
Pour s'attaquer aux fausses nouvelles et à la désinformation en ligne, la Commission européenne a lancé une consultation publique et mis en place un groupe d'experts de haut niveau représentant les universitaires, les médias et les organisations de la société civile. Au demeurant, Google, Facebook et d'autres entreprises technologiques ont rejoint jeudi les organisations internationales de presse dans le cadre d'une initiative visant à lutter contre la désinformation en ligne.
Selon le Times of London, les comptes Twitter russes ont été hyperactifs à la veille du référendum sur le Brexit au Royaume-Uni, exhortant les gens à voter pour quitter l'UE.
Un nouveau rapport de Freedom House, organisation non gouvernementale américaine qui défend les droits humains dans le monde, affirme que la manipulation des médias sociaux et les campagnes de désinformation ont conduit à une baisse mondiale de la liberté d'Internet pour la septième année consécutive. La Chine a rejeté jeudi ce rapport sur la liberté de la presse, déclarant que l'Internet doit être "ordonné" et que la communauté internationale devrait se joindre à elle pour lutter contre les fausses nouvelles et d'autres problèmes informatiques.
