I find this area most appropriate for newly realized concern. Debate about net neutrality (which suggest internet caps) combined with student unrest in Italy, UK and Serbia brought a thought:

There is increase of hidden tax on youth. Internet caps go against their habits of gaming, downloading video/audio materials. Hiking up student fees and limiting supported education (situation in Serbia for example) goes directly against their chance to be educated. I do not remember when I was young that youth life has been this expensive...

We wish to start discussion on digital literacy and how to address challenges (from both policy aspects and end-user - youth at first but also parents, educators..).

Dear Ahmed, would you be interested in organizing a youth hub to the IGF? A hub is a local meeting that takes place in parallel with the IGF, where people are able to watch the webcast of the IGF, to send their questions to the panellists and to discuss the main themes from a local (and maybe youth) perspective.
There are several youth groups interested in organizing youth hubs this year. Youth may have a special slot during the Emerging issues session.

As current and future policy makers you shall be aware of phenomenon broadly called "Internet Addiction". Increasingly our communication stays only in digital domain. Are we heading towards the world with minimal real life interaction?
