Dear member of e-Governance group, I am very happy to join this group. I come with an issue on paperless government and its role in service delivery to the citizens. Going paperless is a good target but making it successful is another issue. Paperless system can facilitate exchange of information among service providers (my focus here is G2G), efficiency in quickening services and reducing petty corruptions (G2C), and promotion of business (G2B and B2G). The big issue stays on the implementation of paperless systems: infrastructure (connectivity, access), human capacity (usage, sustainability), security, digital divide (between North-South, city-rural) and so on. I hope here we can think about how to make this possible not only for developed countries, but also for developing ones (with a high rate of illiteracy, little electric power, monopoly in telecommunication sector, ...).
