Virginia hi,
Thank you for your question, now i strongly believe that it can be done, i believe the people who are running the IGF show are capable of coming up with a road map to forming such an organization.
For instance the duties of ICANN can easily be transferred to IGF slowly as a transition handling body,same case with ITU we only need to strengthen the capacity of IGF secretariat.
Then the respective bodies will scrap the duplicating duties, this will give us an opportunity to streamline the issuance of web addresses by ISPs who will be accountable in future in case crime is done within their jurisdiction.
We can manage this process and soon we will have a full UN agency just like WHO,UNDP and the rest.What do you people think?

Joseph, I am glad to see this comment started. Would you mind copying it to the Motion 1 discussion? You convince it could be a good idea. BUT do you think it can happen? How will these two parties get together? Can it be done?

Marilia hi,
Am for the idea of merging ITU and ICANN to form the brand new body to oversee the issues relating to IG. I believe the formation of such a body is will be beneficial to all the IG actors and other innocent players who do business in the internet.For instance the body will be formed to ensure reduced cases Internet Fraud, Child phonography, and still safeguard net neutrality. The body will be structured to reflect different diversities and source workforce from all the knowledgable people who now understand IG. By not forming this body will imply that we are all living in denial that Internet commerce isnot a reality, that we dont transact in the internet, that internet fraud and child phonography is a wild imagination! I believe time for action is now, we have to stop talking and let ITU and ICANN merge, ITU can work on the engineering and IT while ICANN can work on the administrative part while people like us in the IGF will work on the Diplomacy level.Am i talking to somebody?

Ginger, people interested to join the teams must say it here (in the respective topic thread), so we organize teams in advance, according to their preferences. I believe there´s not a problem to present some arguments here. Both teams should do that, and this way they´ll stand in equal foot. In addition to that, the fact of having access to previous criticism should be useful to improve and strengthen one´s own arguments

Marilia, could you please explain how we should interact here? For instance, I have strong views on both Internet voting (against the proposed motion) and on Net Neutrality(in favor of the proposed motion). Shall I just post my willingness to join the team in the appropriate thread, or should I post my arguments? Will we form an actual "team" and write our statement? I am not sure if I should post my arguments here lest the other, (friendly) team be forewarned and forearmed. :) What did you have in mind? Thanks for helping us prepare!

Dear Friends, It´s with great pleasure that I invite you to take part on the group Diplo IG debates!

The IG Debates will be hold in the IGF - Hyderabad by Diplo. The idea is to provoke opened discussion on major controversial issues, providing a battleground for conflicting opinions and arguments. Four statements will be provided and there will be two groups per statement, one for it, and the other against it. They´ll be able to present their arguments and in the end the audience will vote to aprove or reject the motion.

Take a stance: argue "in favor" or "against". Test your position in a controversial discussion! Join the IG Debate!

What is the aim of this group?
To coordinate the participation on the debates, exchanging views and arguments about the four issues that will be presented for discussion in the IGF.

Who can participate?
Any person interested in IG. Even if you are not going to be present in the IGF for the live debate, you´ll be able to strenghten the arguments of the group of speakers, by presenting your views "for" or "against" the motions.

If you are going to be in the IGF, you can participate as a speaker in any of the four debates! Just join now!
