Zimbabwe and ICT policy: 2010-2014 strategic plan

In the IGCBP (Internet Governance Capacity Building Programme) classroom ACP Africa C, the course participants are already exchanging documents and experiences on national ICT policy.

One of the participants of this group commented that the Zimbabwe Cabinet announced the new ICT strategy plan for Zimbabwe, in February 2010.

The IGCBP 2010 ACP Africa B classroom participants are discussing how this and other national plans will run. In the classroom discussion, it was also explained by this participant that the issues addressed are "licencing, number portability, infrastructure, mobile phone security, digital security, e-governance, e-education and e-health, as well as the overall growth perspectives for the ICT sector to “catch up” with other countries on the continent and the world".

Thank you.
Indeed, one of my objectives is, to stimulate investments in ICT's, with the aim to boost development, but also to meet the MDG's.

With your help I would like to build a business case and carry out lobby actions with governement and investors....

In my own country the Netherlands alone the governement alone invests 0,7% of GDP in cooperation development. With an increase in investments in PPP's (public private partnerships) in infrastucture, however, it takes a new view to see ICT's as infrasructure....

On the other hand, with the combined knowledge of the people on this platform, we can assist institutions and local goverments to develop policies in internet governance and ICT capacity building and assist in getting access to micro and macro funding from the international community.

A lot of African governments are rolling out ICT strategies at the moment. I believe African countries have the advantages to start from scratch, Rwanda's ICT master plan for example is being seen as an example for the region.

ICT is a technology is an enabler for economic and social development and growth, but it can also be seen as a sector that has the potential to substantially contribute to GDP.

Clear technology policy statements can help eliminate confusion and pave the way for instructional reform. Such statements guide institutions in developing guidelines that private sector and society need to acquire and use technology in efficient and effective ways.

I am very interested in how these strategies are being deployed in the various countries. Lets say it could be interesting to see if kind of master plan for the digital agenda for countries are developed

I would like to invite African members of this forum, to share their countries ICT strategy and policies and share information on, topics in the strategy, policy being developed, available budgets, concrete programs etc....

From a professional perspective this is very interesting information fro me.. But It may be an interesting subject to do my research on...
