18 April 2013 ITU released The annual Trends in Telecommunication Reform 2013: Transnational aspects of regulation in a networked society, a document that reflects the collaboration between the world's ICT policy-makers and regulators towards promotion and development of information technologies. The aim of the report is to expose innovations in the IT market that result in new applications and services, and create new businesses opportunities. The 13th edition examines transnational aspects of regulation in a networked society and provides a sound understanding of the digital ecosystem in place and the role of regulation. Implementing the policies and regulations requires joint cooperation at national, regional and global levels to understand the changes, and adopt innovative regulatory measures and tools.
Major topics covered in the report are: net neutrality, emerging spectrum policy management models, mobile roaming prices, global and regional IP connection, and the challenges and opportunities raised by widespread adoption of cloud services.
