The idea that the concept of sovereignty in the age of Internet should change was put forth. The state is one of the three types of
actors that exist. And consequently what was traditionally presented as being
the sovereignty of states should be replaced by the sovereignty of human beings
or of an Internet user at the end of the day. This is the only way in which we
will be able to succeed when it comes to formulating standards that will
correct the current situation on the Internet.
One of the main point of the discussion was that there's no need for new laws,
we don’t have to reinvent the wheel, maybe adoptions for existing laws to
reflect communication facilities, based on human rights principles, and on the
best practices that we see for example in the Council of Europe. What kind of monitoring enforcement and
conflict resolution mechanisms are necessary to be implemented that actual
laws, international regulations are really applied. We need to avoid the top-down approach to
solutions. If you think more about self regulation, then you will be able to
follow all of the sovereignty discussions as well as the international aspects
of the net as well as the national aspects of the net.
On the infrastructure side it was said that critical infrastructure used governments to increase regulation, protect factor monopolist. Self regulation is the instrument to keep net going.
The question is, who is responsible, infrastructure no, states no….
There is responsibility of states not to harm neighbors, for example. A state can become responsible by
activities done by citizens. States have obligation to educate users and raise awareness,
use internationally guideline of recommendations.
