Privacy and transparency

We increasingly ask our governments to be more open, provide us with data and information on what they are doing, be transparent. How does this conflict with the citizens right to privacy vs he public good?

Governments have the "interest of national security" lever which they can use. However should a government release information that clearly identifies individuals even if it is for a public good. Case in point someone has a highly infectious disease that could threaten their community. How should government discharge their responsibility here? The dynamics of privacy in large cities can be very different than those of Small developing states with small communities.

In this case whose privacy, are we talking about? If it is privacy of governments, I think they have some classified information and if it is privacy of humans, then it is a totally different story!
