While the programme raised a set of questions, the discussions revolved mostly around network neutrality - blocking of access for certain service providers and traffic prioritisation. Norway presented a cooperative approach to net neutrality by establishing a set of guidelines with the participation of all stakeholders.

The issue of competition among service and network providers was not properly tackled. On the contrary, the idea of pulling content or service providers in investing in network development could have an obvious negative effect which was completely ignored: the creation of vertical integration which would lock up certain content on certain platforms through such partnerships. This could also entail that legal content would be more expensive to produce.

One fo the most interesting ides was in connection with illegal content: that users should be participating in flagging illegal content instead of ISPs policing the internet.
