CERTs and security in Africa: How to set up a CSIRT

How to set up a CSIRT? Diplo Tutor Mwende Njiraini from Kenya shares with her colleagues at the Internet Governance Capacity Building Programme - IGCBP ACP Africa A:

"A STEP-BY-STEP APPROACH ON HOW TO SET UP A CSIRT"

Starting with definitions:

CSIRT stands for Computer Security Incident Response Team. The term CSIRT is used predominantly in Europe for the protected term CERT, which is registered in the USA by the CERT Coordination Center (CERT/CC).
There exist various abbreviations used for the same sort of teams:

* CERT or CERT/CC (Computer Emergency Response Team / Coordination Center)
* CSIRT (Computer Security Incident Response Team)
* IRT (Incident Response Team)
* CIRT (Computer Incident Response Team)
* SERT (Security Emergency Response Team)

In this discussion (held in the private online classroom for the ACP Africa A team only for course participants), it was also highlighted that ICANN has proposed to set up a Global DNS-CERT.

This is in response to the growing risk to DNS security and resiliency and calls from the community for DNS security.
