Getting ready for a wee hours class at 4:30 was not an easy option but to be ‘there’ with the ‘Global Team’ was both a challenge and motivation for me. The African participants in this year's Foundation Phase of the Internet Governance Capacity Building Programme have been discussing various issues. Key issues identified during the past weeks included the issue of access and obtaining funding for small, developing countries. The perception is that institutions such as the World Bank and others are not willing to assist developing country governments in Africa with funding for telecommunications infrastructure, etc.
