TPI: "Data Cap Broadband Plans Cheaper for Most Consumers" - what are the implications on network neutrality?

UN Resolution on ICT4Development - agreed text

The resolution on ICTs for development was negotiated and an outcome text is ready for adoption on the next sitting of the UN General Assembly. I do not expect any further changes to it. I did not see any definitive language regarding management of critical internet resources which the IGF2010 also left at the same place it was before.
