Virginia (Ginger) Paque Who is controlling the narrative on SOPA and IG issues? One way to analyse...

Aldo Matteucci, Diplo's resident (self-styled) contrarian (I think he is more of a word artist), posted an excellent piece on controlling narrative. He starts with the fight for control of the narrative about the Costa Concordia shipwreck and illustrates further with examples from diplomacy. He introduces two types of controlling narrative: internal (in the conference room) and external (public). Worth reading for anyone involved or following global policy making: …

Deirdre Williams Describe the Emperor’s clothes

Since before Christmas I have been considering a question, and persuading myself that it would be naïve to ask it. It’s an ‘Emperor’s New Clothes’  type question. But the recent discussions of the article by Vint Cerf in the New York Times  coupled with the…

Amos Mpungu Transitioning to IPv6; Opportunities and Challenges for the developing world

The continued exponential growth of Internet usage has led to the diminishing of the IPv4 address pool hence IPv6; IPv6 is the new protocol that was introduced to replace IPv4 in the long term. This exponential growth has mainly been accounted for by the rapid adoption of the Internet in the developing world (DW) which is a “newcomer” onto the Internet scene. The early transition to IPv6, therefore, offers several opportunities the developing world (DW) can benefit from as discussed…

Naveed Changing Role of Telecommunication Regulators towards a Digital Future

In general, the need for new regulations varies with the situation and condition of a particular market place. While the design and role of a regulatory framework may change with the passage of time, certain critical elements are always integrated including decision-making processes, accountability, consumer protection, dispute resolution, spectrum management, licensing and ensuring quality of service. Deirdre Williams Ends and means

I’m not sure whether this is a policy issue, but it seems to me it might be. Wikileaks is back in the news again http://www.bbc.co.uk/news/world-us-canada-16211977 Many of us applauded the publication of the documents – a bold step towards freedom and the citizen’s right to information. There were even leaked cables about little Saint Lucia where I live. To my knowledge – and please correct me if I’m wrong – no evidence has…

Deirdre Williams People or technology?

The European Union plans to distribute new software to help human rights activists and dissidents in authoritarian regimes circumvent censorship.

"Enabling citizens of authoritarian countries to bypass surveillance and censorship measures depends on two basic conditions: availability of appropriate technologies (in particular software programs that can be installed on one's desktop computer, laptop, smart-phone or other device) and awareness, both of the techniques used by…
